The Crash of 1929 led the American economy into a long-last depression. There were a number of problems plaguing the nation, and the people desperately needed help. And the person to come to their rescue was Franklin Delano Roosevelt, who helped America out of the crisis and on the way to becoming an economically strong and prosperous society.
1929年的经济崩溃导致美国经济在长期内一蹶不振,诸多问题一直困扰着它,人民亟待帮助。此时,富兰克林•德拉诺•罗斯福成为了他们的救星。他帮助美国走出危机困扰,踏上经济强盛、社会繁荣的征途。
While campaigning to become President in 1932, Roosevelt claims that the times call for bold, sweeping changes, and the Central Government has a responsibility to those citizens who are in real trouble, or even starving. He promised to rebuild the nation, bottom up. Immediately after sitting on his throne, President Roosevelt initiated the New Deal, which comprised a series of Acts and schemes designed to pull the nation out of the Great Depression. Roosevelt decided to tackle the economic problems before anything else because he knew that a strong and reliable money system would build up confidence in the Americans.
在1932年的总统竞选中,罗斯福呼吁采取大胆、全面的变革,中央政府要对处于水深火热,甚至日不果腹的民众负起责任;他承诺,一旦当选,将彻底重建这个国度。入主白宫后,他立即颁布“新政”,推行了旨在摆脱“大萧条”的一系列法令和计划。罗斯福深知一个强劲可靠的金融系统将会重塑国人的信心,所以,他把解决经济问题放在首位。
As more and more people went back to work. Roosevelt introduced Acts which would protect worker’s rights. The National Industrial Recovery Act of 1933(N.I.R.A) was issued to create purchasing power, which would help industry recover and stimulate employment. The N.I.R.A set up the P.W.A(Progress Works Administration) which created employment in heavy construction such as dams.
在“新政”的作用下,越来越多的人重返工作岗位,为保护工人权利,罗斯福总统又推行保护工人权利法案。1933年,颁布了国家工业复兴法案(N.I.R.A)以增强市场购买力,进一步帮助企业复苏,刺激市场的就业率。依据该法案,成立了P.W.A(发展项目管理机构),以便在诸如大坝这样的重大工程项目中创造就业机会。 |
