Maybe you should consult the context. It's an adjective to be an object complement,which means to do the things completely.

是不是宾语补足语，表示没有足够的时间来好好做完整一件事，把一件事做得很深入（in）。不过私下觉得这么用显得有些太“显摆”的感觉，没有必要。

句子里是表示：要做的事情一大堆，却又没时间真正投入地去做

这里的in是介词in的最普通的用法，原句中 With so much to do and so little time to do it in的逻辑关系是 We have to do so much in so little time ... 在这么短的时间内要做这么多事情……

这里不定式短语 to do 和to do it in都作定语，分别修饰much 和 time，前者与被修饰词much 是逻辑动宾关系 ( to do so much ) ，后者与被修饰词time 的逻辑动状关系 （to do it in so little time ) 。这个句子中in 可以省略。

1、2、4、6 楼的解释与原句好像没有任何关系！

可是我想请问一下，如果说with是引导这个省略倒装的话，那with是连词吗？可不可以再举个相似的例子？如果with不做连词解，那它又充当什么成分呢？是何词性？还有，我觉得一谈到修辞，就有很多与平时学到的语法相冲突的地方，汉语里也有类似的现象。比如：通感和反舛（逻辑上的错误）。

with不做连词解，仍然是介词! with复合结构作状语，可理解为表示原因。

The structure of "with so much to do and so little time to do it in" is used as an idiom nowadays.  It is a case of parallelism: "with so much to do" and "so little time to do " are balanced in structure, and "to do so much" and "to do it in so little time" are balanced in grammar.
