Which is correct?

The first group is correct:
I would rather he didn't leave tonight."
"I would rather he stayed until next month."

because these two sentences belong to "Subjunctive Mood" , when you "would rather" somebody other than yourself did something, you shall use "Subjunctive Mood". But if you yourself "would rather" do something, we don't use it.
eg.: I would rather stay at home after supper.
but not "I would rather stayed at home after supper. "

第一组正确。would rather(宁愿)后接宾语从句that时一般用过去时，说的是现在或者是将来的事，如果说的是过去的事情则要用过去完成时，如 I would rather he had been here last night.

would rather 的这种用法类似于wish （祝愿）后面接宾语从句时的用法。
I wish you succeeded in the near future./ I wish you had succeeded in the match yesterday.
