It presents integration as a process of boundary transcendence, redefinition, shift, and change that fundamentally alters the nature of the European states. Considering the EU as the formation of an enlarged territorial system, this work recovers some of the classic issues of political modernization theory: Is the EU an attempt at state formation? Is it an attempt at centre formation without nation building? Is it a process of centre formation without democratization?
This work also seeks to sharpen the conceptual tools currently available to deal with processes of territorial enlargement and unification. It develops a theoretical framework for political structuring beyond the nation state, capable of linking all aspects of EU integration (inter-governmentalism, definition of rights, the "constitutionalization" of treaties, the tensions between the new territorial hierarchy and the nation states, etc.). The book adopts a "holistic" approach to integration, in the form of a theory from which hypotheses can be generated (even if it is not possible to test all of its components). This theoretical framework has three principal aims: to overcome a rigid distinction between domestic politics and international relations; to link actors' orientations, interests, and motivations with macro outcomes; and to relate structural profiles with dynamic processes of change.

Just war has attracted considerable attention. The words peace and justice are often used together. Surprisingly, however, little conceptual thinking has gone into what constitutes a just peace. This book, which includes some of the world's leading scholars, debates and develops the concept of just peace.
The problem with the idea of a just peace is that striving for justice may imply a just war. In other words, peace and justice clash at times. Therefore, one often starts from a given view of what constitutes justice, but this a priori approach leads--especially when imposed from the outside--straight into discord. This book presents conflicting viewpoints on this question from political, historical, and legal perspectives as well as from a policy perspective.
This book also argues that a just peace is a mediated peace. It is just, because it is based on conventions that are negotiated and recognized by the parties. Mutual recognition is central: parties recognize each other as agents that have an identity. Consent is necessary, too: all parties need to approve a solution; therefore, each party needs to understand what allows the other to remain "self." And renouncement: concessions are necessary, some symbols and positions need to be sacrificed. In this sense, the Geneva Initiative--the first comprehensive Israeli-Palestinian peace plan--is a mediated peace.
Thus the book challenges a liberal view of peace founded on norms claiming universal scope. This liberal conception has difficulty in solving conflicts such as civil wars characterized typically by fundamental disagreements between different communities. Cultures make demands that are identity-defining, and some of these defy the "cultural neutrality" that is one of the foundations of liberalism. Thus, the concept of just peace cannot be solved within liberalism--nor for that matter within communitarianism.

He was suspected because he was known to be a disgruntled employee, and because some Pan Am executives thought that the offender’s voice sounded like his. Defence was able to demonstrate with the help of forensic-phonetic analysis that the offender’s voice samples contained features typical of a New England accent, whereas Prinzivalli’s accent was unmistakably from New York. To untrained West Coast ears, the differences between New York and Boston accents are not very salient; to ears trained in linguistic and phonetic analysis, the recordings contained shibboleths galore. Reasonable doubt was established and Prinzivalli was acquitted (Labov and Harris 1994:287–99). In a case of the kidnapping and murder of an 11-year-old German girl (Künzel 1987:5, 6), considerable agreement was found between the voice samples of a suspect and that of the kidnapper and, on the basis of this and other evidence, the suspect was arrested. Subsequently, a more intensive comparison between offender and suspect voice samples yielded yet more similarities. The man confessed during his trial. In another American case involving a telephoned bomb threat (Hollien 1990:51), the defendant had been identified by his voice. However, it was clear to forensic phoneticians even from an auditory comparison that the voices of the defendant and the offender were very different. For example, the offender’s voice had features typical of someone who spoke English as a second language. The case was dismissed.

The Omahas’ struggles are particularly significant because the tribe often bore the initial impact of experimental legislation that would later be implemented nationally. Scherer details the disastrous consequences of postwar federal legislation that transferred control over Indian affairs to state authorities as a precursor to the wholesale termination of Indian tribalism. The legislation brought jurisdictional turmoil to the Omaha reservation and placed the Omahas in chronic conflict with local law enforcement agencies. As the tribe fought to become the first Indian group in the nation to escape the effects of that law through retrocession, they waged equally notable struggles for the redress of past wrongs with the Indian Claims Commission and in the federal courts. Scherer demonstrates that the Omahas’ successes in those campaigns have been at best imperfect victories, coming only after years of hardship and failing to eliminate many underlying tensions and problems.
