Can QQ or ICQ be forbidden at work time?

      Many companies forbid staff using ICQ or QQ at work time and some even prevent employees from going on-line, which causes heated disputes!
Is it related to my work that anyone searches the information on the Internet at work time? It’s hard to say. Consulting our country’s recent policies or important international events may do good to our work and career, for current policy changes really mean opportunities sometimes. What’s more, using chatting tools at some blogs, for example, zijing’s or Sabeining’s, may indicate that we are concerned with our company!
      The key to solve the dispute is how to restrict and lead the Internet user using it in the right or better way!
      QQ access happens not seldom or never! Too many people do something, for example,
      1. Cheaper as shopping on-line is, some of my colleagues are interested in searching for information about cosmetics, jewellery, CDs, dictionaries and even milk powder and pet food! Now and then we have EMS senders again and again in one day.
2. Stock buying and k-chart are familiar to most working staff in any big company. Great stock interest almost appeal to everyone in a working unit. Holders of bonds and shares account have too many time-consuming things to do, such as searching for sales figures, reading various season or year reports, etc.
      Private things are done so often and so colorfully, sometimes, even in a creative way! To make a long story short, people find it “Mission impossible” not to do irrelevant jobs in salary-gaining work time! People on earth know that sending messages only by cell phones is convenient, but it has no clear and colorful sufficient sound or picture effects. With an earphone and a camera set, we can see and talk with people at the other end simultaneously. Since it’s not easy to forbid “PRIVATE” from happening in public working hours, why not change “STOP” to “Tolerate but restrict it”? Something may be done:
       1. Arrange a proper amount of work burden for the staff to carry out. Before doing private things, task must be made sure to complete in time!
       2. The staff may use QQ or MSN, however, its time should be mostly paid on work (Time spent on different IP addresses may be monitored easily by IT Department).   
       3. Every game has its rules! If found that any people play on-line big games, it should be announced that the game project must be deleted by IT Department without notice and a warning must be given: if committed once again, severe fine should be performed and even the game-players would possibly be fired at the very time!
       As is known to all, the branches all over the province or even the country need to communicate with the headquarters frequently. Only the telephone service, it would cost an arm and a leg! For the sake of the company, we must not get rid of QQ or ICQ, either!
