语言学有descriptive 和 prescriptive 之分，语法也一样。如果楼上的能从哪一本著名的词典上找到相关的例句，那才有信度。

本人笼统地跟了个:“Both are correct.”
楼上引经据典，得出:“由此可见第一句才是正解。”
为了说明两个句子都可以，就列举了香港和新加坡等网页上的实例。
接下来楼上提出“能从哪一本著名的词典上找到相关的例句，那才有信度。”
这里，我想说明的是，楼主的两个句子中不是搭配问题。
我在“在线英汉双解词典(Online English Chinese Dictionary)”上搜索到下列该词典对其它词条的解释（释义前的数字是该词条的用法序号）。同样，在这些解释中，as 并不是declare固定搭配。
