"At her city self" means she was then looking like a fashionable city girl. Maybe she was from the countryside and tried to look like a city girl. That's why she felt humble when he took a good look at her.

What is puzzling here is the word “self”. Here it is a noun, and means what one is at a particular time or in a particular aspect or relation. In other words, it is one’s nature, character, or sometimes physical constitution or appearance, considered as different at different times. It is often used with qualifying adjective, e.g. one’s old, former, later self.


Some examples:
My duty of loving those best, which either in blood are nearest my natural self, or in grace nearest my Christian self.



Meanwhile, there are similar expressions like the city person, the morning person, etc. which rerefer to a kind of person with paticular character.



Here, in my view, "the city self" can be taken as "城里人的本来面目"。
