这里over与in有没有差别?

over the long term是不是有强调意思?

根据整个语境，这个地方还是用in the long term比较合适。强调从长远来看，这个公园可以给我们的社会带来几十亿的经济利润。
over the long term 很少见到这种用法，在这儿也没强调之用。建议还是用前者较好。
