中国拟打击外资在华垄断

掌握大权的中国国家发展和改革委员会(NDRC)发布了一份政策文件,以引导未来5年中国对外资的利用。国家发改委在文件中强调,需要打击可能威胁“国家经济安全”的外资垄断现象。

针对垄断苗头发出的警告,以及对国际企业“滥用知识产权保护”的抱怨,反映出中国官员对外国企业正获得过大经济影响力的担忧。

北京仍将外资视为引入先进技术及现代管理实践的重要环节,但国家发改委在5年计划中抱怨地方政府没有重视外资的“质量”。

  


该政策文件表示:“部分行业龙头企业被外资并购情况增加,个别领域出现外资垄断或垄断迅速扩大的苗头。”

文件表示:“这可能对国家经济安全特别是产业安全形成威胁。”不过,文件中没有提到具体案例。

近几个月来,个别政府官员和其它政府部门反复表达了这种担忧。

然而,这些担忧包含在旨在设定2006至2010年期间外资利用框架的文件中,表明中国政府继续控制经济制高点的决心。

In a policy document intended to guide China's use of foreign investment over the next five years, the powerful National Development and Reform Commission has highlighted the need to combat overseas- controlled monopolies that could threaten \"national economic security\".

The warning against emerging monopolies and accompanying complaints about international companies' \"abuse of intellectual property protections\" reflect concerns among Chinese officials that foreign companies are winning too much economic influence

Beijing continues to view outside investment as vital to introduce advanced technology and modern management practices to the economy but the NDRC's five-year plan complains that local governments have failed to focus on the \"quality\" of foreign funding.

\"In some industries, increasing numbers of leading enterprises are being acquired by foreign investment, in some sectors there are foreign-invested monopolies or signs of the rapid creation of monopolies,\" the policy document says.

\"This may become a threat to national economic -security and particularly industrial security,\" it says, without citing any specific examples.

Such concerns have repeatedly been expressed by individual officials and other government departments in recent months.

However, their inclusion in a document intended to set the framework for foreign investment between 2006 and 2010 is a mark of Beijing's determination not to lose control over the economic high ground.

Such concerns have already had an impact on some prominent deals, including a proposed take-over of Xugong Construction Machinery by Carlyle Group, the US private equity group, that has been stalled for more than a year because of nationalist objections.

China attracted $383bn in overseas investment in the five years to 2005, including $286bn in foreign direct investment and $38bn through share issues, according to NDRC data.

However, the five-year plan calls for more effort to ensure officials focus not on the amount of overseas investment attracted but on the degree to which it contributes to development.

The plan says priority should be given to investment that brings China advanced technology, management expertise and high-quality talent, while stressing environmental protection and more efficient use of resources
