台立法院辩论总统罢免案 (Taiwan Parliament Debates President's Ouster)

台湾反对党立法委员开始就针对陈水扁总统的罢免案进行辩论。陈水扁的家人被指涉及贪污丑闻。主要反对党国民党的立法委员以陈水扁施政无能以及家人的财务不法行为等理由寻求进行罢免总统的公投。

在陈水扁的反对者在立法院外举行抗议的同时，执政的民进党的立法委员星期三杯葛这场辩论。预计这整个星期立法院都会辩论对总统的罢免案，不过，一般认为反对党的提议无法通过。举行公民投票必须获得三分之二立法委员的支持，但是国民党及其同盟只占有略超过半数的221个席位。

陈水扁说他不会在立法院就罢免动议进行答辨，并星期二两个小时的电视转播演讲中否认对他的指称。

Opposition lawmakers in Taiwan have begun debating a move to oust President Chen Shui-bian over corruption scandals involving his family. Parliament members from the Kuomintang party, the main opposition group, are seeking a referendum to recall the president for alleged incompetence and financial wrongdoing by his family.

The ruling Democratic Progress Party boycotted the debate Wednesday, as Mr. Chen's opponents staged protests outside parliament. Debate is expected to continue for the rest of this week, but the opposition motion is widely expected to fail. A referendum requires the support of two-thirds of parliament, but the Kuomintang and its allies hold only a slim majority of the 221 seats.

Chen Shui-bian says he will not speak about the recall motion in parliament, but he denied the allegations against him in a two-hour televised speech Tuesday.
