切尼谴责莫斯科进行能源讹诈 (Cheney Decries Moscow's 'Energy Blackmail')

美国副总统切尼说，俄罗斯政府“不公平、也不合适地”限制其公民的人权。他警告莫斯科不要利用石油和天然气财富胁迫其他国家。切尼星期四在立陶宛首都维尔纽斯举行的一个波罗的海和黑海国家会议上发表讲话。美国副总统切尼还说，俄罗斯那些“反民主”的人制定的政策可能会影响克里姆林宫和其他国家的关系。

U.S. Vice President Dick Cheney says the Russian government is \"unfairly and improperly\" restricting its citizens' human rights. He has warned Moscow not to use its oil and gas wealth to blackmail other states.

Mr. Cheney was speaking today (Thursday) in the Lithuanian capital, Vilnius, at a conference of Baltic and Black Sea states. The American vice president says the policies of those who are \"opponents of democracy\" in Russia could affect the Kremlin's relations with other countries.

Mr. Cheney criticized Russia's decision to cut off natural gas supplies to Ukraine earlier this year, during a pricing dispute. He said no one gains when oil and gas are used for \"manipulation or blackmail.\"

The U.S. vice president says the Bush administration will make it clear that Russia has nothing to fear and everything to gain from having strong and stable democracies on its borders.
