伊拉克二十多平民被枪手劫持 (20 Iraqis Kidnapped in Several Attacks)

伊拉克枪手星期二在几起袭击中绑架了至少20名伊拉克人。在巴格达,一组穿着警察制服的枪手从一家电器商店内绑架至少6人,并抢走5万多美元。在另一家电器店有3人被绑架。伊拉克近来出现大规模的绑架行动。星期六巴格达的一家贸易公司有16名员工被绑架。

Gunmen in Iraq abducted at least 20 Iraqis in several attacks today (Tuesday) . In Baghdad, a group of gunmen kidnapped six people from an electronics store and stole more than 50,000 dollars. In a separate attack in Baghdad, three other people were abducted from an electronics store. The mass kidnappings are the latest in a wave across Iraq. On Monday, 16 employees of a trading company were taken in Baghdad.

In other violence today (Tuesday), a roadside bomb killed an Iraqi in the northern city of Kirkuk. South of Baghdad, in Iskandariyah, 11 policemen and a civilian were wounded when police stopped a suicide bomber from attacking their station.

Israelis are voting in parliamentary elections that will in effect decide the future of the West Bank. Millions of Israelis are casting ballots under extremely tight security today (Tuesday). Polls favor the Kadima Party of acting Prime Minister Ehud Olmert to win the vote, but not an absolute majority.

Mr. Olmert says that if his party leads Israel's next coalition government, he plans to dismantle small Jewish settlements and merge large blocs into Israel. He says he will not leave any settlements outside Israel's controversial West Bank separation barrier.

As voting got underway, an explosion killed two Israeli Bedouin Arabs near the Gaza border. The Islamic Jihad militant group says it fired rockets at the area to disrupt the Israeli election.

Gunmen dressed in Iraqi police commando uniforms killed eight people during a raid on a Baghdad electronics store today (Wednesday).

Three women were among those killed. Another six people were wounded. The attack is the latest in the affluent Mansour district and comes after gunmen abducted more than 30 Iraqis in Baghdad this week.

North of the capital, a roadside bomb killed three Iraqi soldiers.

And the U.S. military said today (Wednesday) three insurgents were killed Tuesday when an unmanned (drone) aircraft fired a missile at them while they were planting a roadside bomb near Balad Air Base. In other violence Tuesday, two U.S. soldiers were killed in separate incidents.

Israel's acting prime minister, Ehud Olmert, the victor in Tuesday's parliamentary elections, says his centrist Kadima Party has begun putting together a coalition government. With votes from nearly all polling stations counted, Kadima has won 28 of 120 parliamentary seats. Its main coalition partner is expected to be the Labor party, which has 20 seats.

Senior Kadima officials say they hope to form a government after the Jewish Passover holiday in about two weeks. President Moshe Katsav is expected to begin consultations next week on forming a government.

In his victory speech today (Wednesday), Mr. Olmert renewed his call for peace talks with the Palestinians, saying Israel is prepared to compromise and give up territory considered part of the biblical land of Israel, in order to achieve peace. However, he adds that Israel will not wait indefinitely for peace negotiations, and will act unilaterally to set its borders.

Palestinian leader Mahmoud Abbas urged the Israeli leader to abandon any plan to disregard Palestinian views on the border issue. Mr. Abbas says Israel should resume talks under the internationally backed \"road map\" peace plan.


参议院多数党领袖提出移民改革议案 (Senate Majority Leader Introduces Immigration Reform Legislation)

Senate Majority Leader Bill Frist has introduced immigration reform legislation that does not include a controversial temporary worker program.

The Republican senator said the program amounted to a form of amnesty and would undermine efforts to secure the nation's borders.

The chairman of the Judiciary Committee, Senator Arlen Specter, disagreed with his Republican colleague. He said the committee's proposed temporary worker program did not provide amnesty for illegal immigrants and would provide a way to identify the estimated 11-million undocumented workers in the country.


白蛾威胁北京绿色奥运会计划 (White Moth Threatens Green Olympics)

China's official Xinhua news agency says swarms of American White Moths are threatening to wreak havoc on Beijing's plan to hold a \"green\" -- or environmentally friendly -- Olympics in 2008.

Xinhua quotes the State Forestry Administration today (Thursday) saying that Beijing's \"green\" Olympics might turn brown if the moths are not controlled.

It says the leaf-devouring insects and their larvae have chewed up at least 50-thousand trees in villages around China's capital.

The report said the moths are threatening plants and crops in more than 100 counties in six provinces in China.

The forestry administration says it plans to launch an extermination campaign that includes insecticides and natural enemies of the moths.

中国对美欧向世贸申述表示遗憾 (China Expresses Regret Over EU, US Automobile Trade Issue)

中国表示, 中国对欧盟和美国就有关进口汽车零件问题的争执向世贸组织提出申诉表示遗憾。

星期四,美国和欧盟官员要求中国就开放中国汽车零件市场问题同世贸组织磋商。双方争执的问题是中国对进口汽车零件的徵税规定。

中国商务部星期五说,中国官员正在认真研究有关这次磋商的要求。

依据世界贸易组织的规则,中国应在10天内对这项要求做出回应,并且必须在30天内开始磋商。如果问题在60天内不能解决,有关各方可以要求世界贸易组织做出裁决。


China says it regrets that the European Union and the United States have appealed to the World Trade Organization about a disagreement over importing automobile parts.

Thursday, U.S. and EU trade officials asked China to participate in consultations with the W.T.O. on opening the Chinese auto parts market. At issue are China's rules regarding how tariffs are imposed on foreign-made car parts.

China's Commerce Ministry said today (Friday) that officials in Beijing are earnestly studying the consultation request.

Under W.T.O. rules, China has 10 days to respond to the request, and must start consultations within 30 days. If the issue cannot be resolved within 60 days, the parties can ask a W.T.O. panel to rule in the dispute.


台湾拒绝中国大陆赠送大熊猫 (Taiwan Rejects China's Panda Offer)

台湾星期五宣布拒绝中国大陆赠送的两只大熊猫,并说这项决定是根据动物保护法做出的。

Taiwan has rejected mainland China's offer of two pandas, saying the decision was made in accordance with animal protection laws.

The announcement today (Friday) comes days after Taiwan. President. Chen Shui-bian said China should keep the pandas in their natural habitat, rather than give them to Taiwan.

Beijing offered the pair of pandas last April as a goodwill gesture after Taiwan opposition leader Lien Chan's visit to the mainland.

Beijing has tense relations with Mr. Chen, who last month scrapped a government body dedicated to unification with mainland China.

China has offered pandas to Taiwan several times in the past, but the island has always rejected the offers.

Ye said Beijing must continue to appoint its own bishops, but the government is open to discussion. His comments follow an announcement by the Vatican that the "time is ripe" to normalize relations with Beijing. Ye said no timetable has been set for further talks.

Beijing severed ties with the Vatican in 1951. The Vatican maintains official relations with Taiwan.

Thailand's Prime Minister Thaksin Shinawatra has announced on national television late Tuesday that he will step down in an effort to end that nation's political crisis. He made the announcement following a meeting with King Bhumibol Adulyadej. Thaksin told the nation he will not resume the office of prime minister once parliament reconvenes, but will serve as a caretaker leader until his replacement can be chosen. The announcement comes after snap elections Sunday that the prime minister called in response to prolonged anti-government protests. His ruling party claimed to have won 57 percent of the vote, but the opposition boycotted the polls.

Thailand's election commission already had scheduled new elections, because Sunday's poll did not produce conclusive results in dozens of constituencies. Thailand's three main opposition parties said earlier Tuesday they would rejoin the political process if Thaksin were to step down. They had said they planned to resume street demonstrations Friday.

Hundreds of thousands of people are marching in cities throughout France in a fresh round of protests and strikes against a new youth jobs law. Tuesday's protests disrupted airline and rail service, though reports say transportation is moving more smoothly than during a previous strike a week ago. Protest organizers say they hope at least one million people will join in the marches in Paris, Marseilles and other cities.

French authorities have deployed riot police in the capital to guard against violence during the protests. Last week, security forces clashed repeatedly with marchers. Student leaders and unions called the strikes to protest a new law that allows companies to hire young workers for a two-year probationary period.

中国和梵蒂冈讨论关系正常化 (China, Vatican Discuss Normalizing Relations)

中国媒体报导说,中国和梵蒂冈讨论了双方外交关系正常化问题。中国日报星期一援引中国宗教事务局局长叶小文的话说,梵蒂冈要恢复与北京的关系,必须同意两项条件。

他说,梵蒂冈必须切断与台湾的联系,也不能干涉中国的内政。叶小文说,北京必须继续任命中国的主教,但是政府愿意讨论主教人选。在叶小文讲话之前,梵蒂冈宣布,与北京关系正常化的“时机已经成熟”。叶小文说,进一步会谈的时间表还没有设定。

Chinese state media report China and the Vatican have discussed normalizing diplomatic relations. The head of the State Administration for Religious Affairs, Ye Xiaowen, is quoted in the China Daily today (Monday) as saying the Vatican must agree to two conditions to restore ties with Beijing.

He said the Vatican must sever links with Taiwan and refrain from interfering in China's internal affairs. Ye said Beijing must continue to appoint its own bishops, but the government is open to discussion. His comments follow an announcement by the Vatican that the "time is ripe" to normalize relations with Beijing. Ye said no timetable has been set for further talks.

Beijing severed ties with the Vatican in 1951. The Vatican maintains official relations with Taiwan.

日本反驳中国对靖国神社问题的批评 (Japan Rejects China's War-Shrine Complaints)

A top government official in Tokyo has rejected Chinese President Hu Jintao's contention that the Japanese prime minister is to blame for the two countries' strained relations.

Chief Cabinet Secretary Shinzo Abe said today (Monday) that Japan disagrees with China's assertion that Prime Minister Junichiro Koizumi's war-shrine visits are the biggest barrier to improving ties.

Abe faulted China for failing to hold a meeting at which Mr. Koizumi and Mr. Hu could discuss their countries' differences. The Cabinet secretary, who is considered the front-runner to succeed Mr. Koizumi, indicated that he, too, would visit the Tokyo shrine if he becomes prime minister.

Mr. Koizumi told parliament today (Monday) it is wrong for China to refuse to hold a summit because of one issue.
