skip the preposition?

1. Government decision does not declare the Queen's Pier a monument.
1. Government decision does not declare the Queen's Pier as a monument.

Which one is correct? Thanks.

Both are correct.

To announce something clearly, firmly, publicly or officially:
They declared their support for the proposal
[+ (that)] She declared (that) it was the best chocolate cake she had ever tasted.
[+ object + (to be) + noun or adjective] They declared themselves (to be) bankrupt.
[+ speech] "I won't do it!" he declared.
America declared war on Japan in 1941 (= announced officially that it was at war).
FIGURATIVE The government have declared war on (= publicly announced their opposition to) the drug dealers.
The country declared independence in 1952 (= announced that it was no longer under the control of another country).
以上引自Cambridge Advanced Learner's Dictionary,由此可见第一句才是正解。

楼上的引证很好,说明了楼主问题的关键在于declare 的用法,并且实例证明了“第一句”是正确的。 但就此得出“由此可见第一句才是正解”的结论,似有点武断。
例1、The High Court ruled today (August 10) that the Antiquities Authority's decision not to declare Queen's Pier as a monument was lawful.

例2、 The practical significance of the decision is that without a declaration of the Pier as a monument, the Government is not constrained by Section 6 of the Ordinance in proceeding with the works relating to the reclamation of the harbour at the Pier site.

例3、He also asked the court to order the government 'to investigate the origin and history' of the bridge and 'declare it as a monument of national importance'.

例4、The monuments which were declared as protected monument under section 126 of the
States Reorganization Act, 1956 shall further continue to be protected monuments under section 3
of the AMASR Act, 1958. Section 3 of the AMASR, 1958 specifically extends the protection
which was given to the ancient monuments under the 1951 Act and under the States reorganization
Act 1956 meaning thereby that the monuments which were declared as protected under the old acts will continue to be protected monuments under the new act (AMASR Act, 1958) and no fresh
notification to declare them as monuments of National importance is required.

语言学有descriptive 和 prescriptive 之分,语法也一样。如果楼上的能从哪一本著名的词典上找到相关的例句,那才有信度。

ellencheng 发表于 2007-8-26 15:31:23

楼主的问题是问:“Which one is correct?”
本人笼统地跟了个:“Both are correct.”

claim
2 state or declare (sth) as a fact (without being able to prove it); assert 声称; 宣称;

find
8 (law 律) decide and declare as a verdict 断定; 裁决;

formal
4 publicly declared and recognized as official 公开宣布的;

find
8 (law 律) decide and declare as a verdict 断定; 裁决;

testify
1 ~ (to sth); ~ (against/in favour of sb) give evidence; declare as a witness, esp in court 提供证据。
