美国大使初登台


  本报讯 春节前夕,新任美国驻华大使普鲁赫(普吕厄)将军在京首次接受了
中国新闻界的采访。

  采访定于上午11点举行。时间到了,大使先生却迟迟未到,这可不符合以守时
著称的美国人的习惯,似乎更不应该发生在军人出身的大使身上。莫不是发生了什
么事情?记者们纷纷猜测。20分钟后,大使先生终于到了,事情还真让记者们言中
了:当天上午美国国会通过了《加强台湾安全法》法案,消息传来,身为大使的普
鲁赫将军也就难以从这涉及中美关系的重大事件中脱身了。

  普鲁赫大使首先为自己迟到而道歉,接着对《加强台湾安全法》法案、中国加
入WTO等问题阐述了美国政府和克林顿总统的立场———反对前者,支持后者。他还
告诫人们,不要受美国大选年当中“夸大的言词”的影响,主要竞选人的言论还是
比较负责而慎重的。在这些严肃的政治话题之后,他谈到自己,“我和妻子就住在
这个院子里,离此处约75英尺也就是30米处。”记者们笑了,多么精确的“数字情
报”,看来,曾任美国太平洋舰队总司令的普鲁赫将军对方位、距离等军事要素真
是有着极准确的判断力。

  当记者问道,“能出任驻华大使,你觉得自己具有哪些品质特征,才获得了美
国国会两党议员的认可”,他说,首先,我的职业生涯是为国家服务,并非是为哪
个党派,这点很重要,其次,我对中国有所了解,但正如我曾说过的,了解得越多,
就发现尚不了解的则更多。但我还是有所了解,并与中国领导人有过往来,这是我
的有利条件。

  美国驻外大使由总统提名,然后由参议院批准,这一程序是为保证总统提名的
大使人选能代表美国的利益,因此,普鲁赫将军不得不拿出“大量的时间”与参议
员们打交道。“正如你们能看得到的,我不是很巧于辞令的人,我喜欢开诚布公,
直接了当,我想这也是有助于我的一个方面。我力求有讲话艺术,但是要说真话。
最后一点,我猜是由于他们认为我能在困难时期胜任这一工作。”

  说到当前的主要工作,普鲁赫大使说,反对《加强台湾安全法》法案与支持中
国入世是最重要的,而另一长期而且同样重要的工作就是要加强两国间的相互理解,
要为建立一种友好的坦率的对话气氛、使双边关系建立在共同利益的基础上而努力。


  普鲁赫大使来华八周,已先后去了成都、广州、上海、沈阳、深圳,了解美国
使馆设在这些城市的领事处的工作情况以及当地的风土人情,他认为美国人应该更
多地了解中国不同层面、不同地域的决策方式。春节期间,他就打算在北京过了,
“我想去看庙会,不过是悄悄的。”朋友,如果你也去逛庙会,看看周围有没有一
位中等身材、略显消瘦、头发灰白、步履矫健、有着军人风度的五十多岁的美国人,
说不定他就是普鲁赫将军呢!

  On 2 February the newly arrived US ambassador, Admiral 
Joseph W. ?Prueher, met for the first time with 
representatives from the Chinese news media.

  The interview was scheduled for 11 o'clock, but somewhat 
unusually for a US official, the ambassador was late: I was 
particularly surprised that a military man would be behind 
schedule. We began to speculate as to why the ambassador was 
late: What could it mean? After 20 minutes the ambassador 
finally arrived. One journalist's guess proved correct: The US 
House of Representatives had just passed the Taiwan Security 
Enhancement Act and Admiral Prueher had been held up in 
discussions of its impact.

  After apologizing for the delay, Ambassador Prueher 
reiterated the Clinton administration's opposition to the new 
act, which has yet to be approved by the Senate, and its 
support for China's entry into the WTO.  He also cautioned 
observers not to be too swayed by “exaggerated” rhetoric in 
the current US election campaigns. “The comments from the 
main candidates (in the presidential race) have been very... 
responsible and measured.” Turning to lighter subjects,Prueher 
mentioned that he and his wife lived in the same compound, 
“about 75 feet or about 30 meters from here.” The 
punctilious accruacy of the data got a lauth out of the 
journalists. The former chied of the US Pacific Command does 
indeed have a military man's sense of direction and distance!

  One journalist asked what qualities Admiral Prueher 
possessed that would lead members of Congress from both 
parties to trust him as a diplomat. “I think one quality I 
have” Prueher replied, “from having spent all my adult life 
in public service… (is that) I have not been attached to 
one party or other.  I think that's important.? The 
ambassador went on to say, “I have some knowledge of China. 
As I mentioned earlier, the more I learn, the more  (I 
found) I don't know.  But I have some knowledge of China 
and (a) “relationship with leaders here in China that I  
hope will stand me in good stead.”

  American ambassadors are nominated by the president and 
approved by the Senate, a process designed to guarantee that 
the nominee will represent the interests of the US.  Admiral 
Prueher had to spend \"expensive time?with the senators. And  
as you can tell from this conversation, I am not necessarily 
very glib and I tend to speak very directly and honestly…  
I think that's a quality (that) helps in the long haul.  I 
try to be tactful and also tell the truth.  And then I 
guess the last quality is…… they thought I would do a  
good job…… during what they see as a difficult time.”

  Ambassador Prueher said that for the present working 
against the Taiwan Security Enhancement Act and smoothing  
China's WTO entry are his top priorities. Also at the top  
of the agenda, but for the long term, is promotion of 
understanding between the two countries.  He said he would  
do his best to set up a relationship “tied to our  
interests rather than just to particular events…… that drive 
it one way or another.”

  During the past eight weeks the ambassador has gone to 
Shenzhen and to Chengdu, Guangzhou, Shanghai and Shenyang to 
visit the American consulates and to see for himself what 
life is like for people in the different parts of China. On 
the basis of his travels, he believes people in the US need 
to develop a more accurate understanding of how decisions are 
made by Chinese authorities at different levels and in 
different places. Over the Spring Festival Admiral Prueher  
will be keeping a low profile as he visits temples in 
Beijing.  If you happen to be at a temple fair, look for  
a slim, grey-haired 58-year-old foreigner of medium height  
with a military bearing.  It might just be the American 
ambassador.
