美国阿拉巴马州要立“礼貌法”


　　阿拉巴马州蒙哥马利市：身为民主党人的阿拉巴马州州长登·西格尔曼已要求
本州立法者考虑一项议案，要求孩子们在称呼老师和学校工作人员时使用“先生”、
“女士”这样的称谓。实施礼貌称谓，目的在于教育学生尊重师长，改进学生的行
为举止。

　　西格尔曼的议案将适用于全州从幼儿园到高中的所有学生，执行起始日期不迟
于2001年———2002年学年度的开端（即2001年9月），但是该议案对违规者并不给
予停学或开除的处分。去年，路易斯安那州也实行了类似的法律，该法律赋予了校
董事会惩治不讲礼貌的学生的权力。

　　西格尔蒙的想法招致了一些州立法人员与教师们的批评。蒙哥马利市一所高中
的校长伊丽莎白·阿莫斯特德说，州政府不应该通过有关行为举止方面的法律，这
些问题通常是留给家长和教会去解决的。“我为这一努力鼓掌，”她说，“但为道
德立法这一尝试从来就没有成功过。”

　　MONTGOMERY,　Alabama　(Reuters)　-　Alabama　Governor　Don　
Siegelman,　a　Democrat,　has　asked　state　legislators　to　consider　
a　bill　that　would　require　children　to　use　\"sir\"　or　\"ma'am\"　
in　addressing　teachers　and　school　officials.　　The　use　of　such　
courteous　forms　of　address　would　be　mandated　in　an　effort　to　
teach　respect　and　improve　the　conduct　of　students.?

　　Siegelman's　bill　would　apply　to　all　Alabama　students　from　
kindergarten　through　high　school　by　the　2001-2002　school　year.　
　It　would　not,　however,　require　suspension　or　expulsion　of　
violators.　　Last　year　Louisiana　enacted　a　similar　law,　which　
gave　school　boards　the　power　to　punish　discourteous　students.?

　　Siegelman's　idea　has　drawn　criticism　from　some　state　
legislators　and　teachers.　　Elizabeth　Armistead,　principal　of　a　
high　school　in　Montgomery,　said　governments　should　not　pass　
laws　in　areas　of　behavior　normally　left　to　parents　and　
churches.　\"I　applaud　the　effort,\"?　she　said,　\"but　legislating　
morality　has　never　been　a　successful　venture.\"（53103）
