Which one to choose? Like or unlike “there be”?
As is known to all, it is right only to say “There is a photo and some posters”.

here is/are something also here it is/here they are

a) used when you are giving something to someone, or showing something to them:
Here's the money you lent me.
Here are some pictures of John when he was little.

b) used when you have found something you were looking for:
Have you seen my pen? Oh, here it is.

In my opinion, it may be more appropriate to use "are" here, because "here" is an adv. and the subject is "a photo and some posters", which is in the plural.

The singular or plural form of the verb is decided by the subject which is nearest to it?
Somewhat like the pattern "there be"?

These two examples seem different from the example given, because the subject nearest to theverb is no sigular countable noun. Is that so?

I am not sure if "here" may be analogous with "there".

But I think there does exist some hints indicating the difference between the two expressions:

"Here" is an adverb, and "there" is a pronoun.

The meanings of the two expressions are quite different.

Anyway, that's a good question!
