AS a common practice in many places, would-be drivers need to get trained in driving schools before they can apply for a driver's license. In some places, a driver's school is the only channel through which citizens can get licenses.

Recently, this practice has come under fire and been legally challenged. In May, Qiao Bin, a resident of Shenzhen, sued the local traffic management department for denying him the right to take a driving test. He had not attended driving school.

The local court ruled early this month in Qiao's favor. It decided that the traffic management department's regulation violates the national transportation and road security law. The law has no clause stipulating that people must learn to drive in a driving school. Qiao became one of the first in China to take a driving test without attending driving school.

Many people applaud Qiao's victory, saying it may help get rid of similar regulations in other cities. They argue that a driving school should not be the only way for people to learn how to drive. However, others say encouraging people to learn how to drive outside a driving school may pose danger to the public.
