有关“申请赴美签证免面谈”的进一步解释


  上周二本版刊登了源自美国使馆的有关申请美国签证免面谈的文章。本周美国
使馆又做了重要说明:

  如果某人在过去五年中去过美国,所使用的是B1(商务)或B2(旅游)签证,
这次不论是以旅游还是商务的理由去美国,美国使馆都会接受通过免面谈服务递交
的申请。这是因为使馆现在对几乎所有因商务或旅游赴美的人签发的是B1/B2通用
签证。但是,要使用免面谈服务来申请F(留学生签证)、H(工作签证)或J(访问
学者签证),则上次去美国所使用的签证必须与这次申请的是同类签证。否则,申
请者就需预约来使馆面谈。举例来说,一个在美国上学的学生(回国后)想再申请
F签证,就可以使用免面谈服务。但是,如果某人上次因商务去美国,现在想申请留
学生签证或工作签证,就必须亲自到使馆申请签证。同样,如果申请者上次用的是
F、H或J签证,这次要申请B1或B2签证,也需要到使馆面谈。

  Last week we published an article on the new drop-off 
system for applying for a US visa, based on information 
supplied by the US embassy.  This week US consul Mark Evans 
has issued an important clarification:

  If a person has traveled to the United States on a  B1 
(business) or B2 (tourist) visa in the past five years and 
this time wishes to travel to the US for either business or 
tourist reasons, the US embassy will accept the application 
through the drop-off system.  The embassy will do this 
because visa officials now issue combined B1/B2 visas to 
almost all business and tourist travelers.  However, any 
person applying for an F, H or J visa through the dropp-off 
system must have previously traveled to the  US using the 
same type of visa.  Otherwise the applicant will have to 
make an appointment for a personal interview.  For example, 
somebody who studies in the US and wishes to renew his or 
her F visa may submit the application through the drop-off 
system.  However, a person who traveled to the US on 
business in the past but now wishes to apply for a student 
or work visa must apply for the new visa in person at the 
embassy.  Similarly, if an applicant has traveled to the US 
on an F, H or J visa and now wants a B1 or B2 visa, that 
person needs to come to the embassy for an interview.
