Do we need laws on behavior?

DO we have too many laws and regulations telling us how to behave?

Using a cellphone while driving is illegal in most parts of the country. But recently, the Sichuan provincial government decided that wasn't enough to ensure traffic safety. The government announced last week that it plans to ban people from using a cellphone while riding a bike. If the draft becomes law, people could face a 50 yuan fine for breaking it.

Now it's obvious that a cyclist talking or texting on a phone could pose somewhat of a threat to other people and themselves, but some say the government doesn't need to draft a law to point that out. They say that there has been a proliferation in recent years of legislation aimed at stopping bad behavior. Some of these laws target minor things, with some even seeking to put a stop to rude language. They say that we shouldn't have to rely on legislation to control behavior and that paying too much attention to trifles will damage the legal system's integrity.
