easy 在这里意为“轻易的”resort是“手段，凭借”， "easy resort to threat and sanctions"单独译起来有些拗口，应该是指放在全文来理解：She said the talks should serve a constructive purpose and keep the countries from reverting to the "easy resort to threat and sanctions". ——她（吴）指出，将围绕建设性目标展开双方对话（协商），这样（指对话这种外交方式）能避免两国走回到动辄就使用（政治）威胁和（经济）制裁（来解决两国间的问题）的老路上去。
