I support the reform of rising the minimum standard to collect income tax. There are two reasons. First, as a economic liberal, I heartly believe that prosperous economic activity requires large range of economic freedom. One basic argument of economic freedom is that, unless really necessary, the government should collect as little tax as possible, and leave the money to people's own hands. Although rising the minimum standard of collecting income tax itself does not necessarily mean that tax collecting is moving towards a more reasonable direction, it does leave more money to the low income people. Although the loss of tax means that some programmes, which used to be based on public finance, are in a worse position, I believe that the extra available money of the citizens will be used in other more efficient way to compensate the loss. So the reason I support the reform depends on the belief that, through the progress of free market, money in private hands can generate more utility and serve the public interest better than the government oriented programmes, which are often distorted by corrupt bureaucracy and interest groups.

The second reasons that I support the rising is based on the redistribution. I do not believe redistribution can contribute to efficiency in most cases. However, in today's China, the gap between the rich and the poor has been a heated issue. I do not believe that all the blames on the gap are justified, but in the (nominally) socialist China, equality is an important value shared by most members of the society. Besides, it is true that a lot of rich people are involved in untolerable illegal activities. With such background, if there is no policy to balance the discontent of the mass, the authority of the government and the order of the society could be in danger. So redistribution is vital for the stability of our society. The reform of the income tax can also serve the aim of redistribution. It is with these two reasons that I support the reform.

It is reported that sixty-five percent of the individual income tax of China in 2004 is come from the workers class . The phenomenon of “the rich and the poor are reversed” aroused the people's attention to the threshold of the individual income tax . Soon , the reform of the threshold of the individual income tax became the issue that was much talked about .
   In my opinion , it is right and necessary to heighten the threshold of the individual income tax . The reasons are as follows : the original intention of setting individual income tax is to minish the gap between rich and poor . But , as reported above , sixty-five percent of the individual income tax of China in 2004 is come from the workers class . That is to say , the workers class becomes the main part of the individual income tax , which is evidently contrary to the original intention of the individual income tax . Then , what on earth causes the result ? It is , I think , the too low threshold of the individual income tax . At present , apart Beijing 、Shanghai and Shenzhen , the other regions of our country execute still the threshold of 800 , which is set in 1980 . After twenties years of the development of economy and the rising of price , the threshold of 800 is evidently incommensurate to the changed situation . The income of 800 one month is high in 1980 , but today , it is a substitute word of low income . Therefore , heightening the threshold of the individual income tax is imperative under the situation .

About the personal income tax
I support the policy of increase the criteria. I want to bring forward some truths to support my assertion.
The place where I work in is a district of a big city in fact it is a suburb. There are so many people live by sending people using a tricycle. One day I went to a supermarket by the tricycle, I talked with the wheeler. I asked him:” how much money can you earn every month?” He told me that if he got up early and stayed up to the midnight, he would make about 1300 yuan per month. He told me that everything was expensive. There are so many things he can not afford. It is such a tough task for him to support his child in college. 1300 is really insufficient for his family.
The first year after my graduation from university, the school I work in send my to a mushrooms cultivation company. There they teach peasants how to cultivate mushrooms. So it is easy for me to contact with many peasants. I always asked them how much money they can earn by cultivation mushrooms. The average answer is approximately more than 10000yuan per year. And they will reinforce that that is such a common figure in village now, less than that means comparatively poor life even in village.
Everyone in China should recognize that 1000 yuan per month is such a common figure, so to raise the standard is necessary.

I support the policy of rising the minimum standard to collect income tax for the following reasons.
Firstly, with the fast development of ecomomy of our country, people's living level has been increased gradually. High linving level means high spending, the minimum standard of income tax need be increased. Secondly, there are already a lot of  peaple who can be called rich men, the fortune they possess may be much more than normal people. I think this kind of rich men should return for the country and people and should pay more tax. Thirdly, the sustainable developing of economy need support of most people, the rising of minimum individual income tax means the purchasing power of most people.  Lastly, in the early term of reform and opening of our country when a few people were encouraged  to become rich, and nowadays, we should encourage majority of our people to be rich.
   All in all, the rising of minimum individual income tax will be good for the country and people as well.

I support the policy of increase the minimum standard of personal income tax,with the develop of our society,the  allocation  gap of personal income was increased in recent ten years. It is reported that most percent of the personal income tax of China is come from the workers class .

High income class avoid tax by all means at present,for example,some owner of private-owned enterprises include their  living expenses to business cost,then they can decrease their individual income tax. There are two role of increase the the minimum standard of personal income tax,on the one hand,it can regulate wealth allocate,make everyone's income shown transparent. on the other hand,it strenghen our conciousness of paying tax.

When it comes to the question of increasing the threshold of personal income tax, I cannot agree more. I support the increase mainly for following couple of questions.
On the one hand, increasing the minimum standard of personal income tax is in accordance with our national economic and societal development. The first standard of personal income tax was made on Sept. 1st, 1980, and since then no change has been made to the 800 yuan standard except some modifications to the regulation itself. So the increase is necessary. In fact, it is a long-awaited act in the mind of most low-income working people.
On the other hand, the increase is in the interest of the majority of Chinese working people. Those numbers will justify my statement. Firstly,  The new standard, 1600 yuan, covers the basic life needs of the people, so that this number is reasonable. Secondly, over 70% working people will not be personal income payers under this new standard, so that the increase really benefit the majority of our people.
To sum uop, I strongly support the policy of rising the minimum standard to collect income tax.

A writer once said there is no such thing as a pure friendship between a man and a woman。However,I stand on a different ground.
    Some argues that  friends should treat each other as friends regardless of whether it is a man or woman.you talk to a male friend the same way you talk to a female friednd.Nevertheless,it is a totaly different thing if you in love with your friend.If this feeling is just on one person‘s side,then it will place a strain on the friendship。So someone want to distinguish love from friendship。If you really love one of your friends,at a certain time you had better tell her(or him)whether she love you or not. Else,there may be some understandings which will do harm to both sides.
     From what has been discussed above, we may safely draw the conclusion that a pure frinendship sometimes is impossible.

I was very happy to heard the news that China's top legislators adopted a revised Personal Income Tax Law, raising the threshold for monthly personal income tax from 800 yuan to 1,600 yuan.Although I am only a student now,this news seems to don't have connections with  me, but to think that this move will help ease tax burdens on wage earners and create a more equitable society,I am quite support this amendment to the personal income tax law.
    As we know,In 1994, China began levying income tax on citizens earning more than 800 yuan  but only 1 per cent of people were earning more than that; now,however,about 60 per cent earn that much.But if one only get the salary of 1000 yuan or so monthly, he must to pay a lot of charges such as the water and electricity fee,the cost of living and so on.If the threshold of personal income tax don't heighten and he will pay his tax,then,afte this,does he have anly more money to spending?
    I think this law will ease the burden on low- and middle-income people, mainly wage-earners such as migrant workers and employees at enterprises.And raising the threshold for monthly personal income tax is a effective tool to achieve the goal of building a "harmonious society,".
    Some people may be hold the opinion that the State coffers may lose 20 billion yuan a year with the implementation of the new policy, but compared with the whole revenue of our nation,it is only a little part ,please don't worry about this.
   Anyway,I firmly support this policy.

I can not agree with the reform of rising the minimum standard to collect income tax.
My reasons are as follow:
In the first place ,our country must be stronger and stronger ,she need a lot of money. the government should collect  tax as much  as possible
In the second place, I think those who will not pay a lot are selfish, they only think about themselves and unwilling to dedicate to the society.
Thirdly: The reform of the income tax can not also serve the aim of redistribution. Redistribution can made use of all kinds ways. Government may control the price , market rule, and so on.
What I discussed is based on my belief that our government is bright ,wise, willing to do something for our people.

I am in favor of raising the minimum standard of collecting personal income tax. The reasons are given below.
firstly, the former standard was set at the beginning of China's reform and opening to the outside the world. It was in agreement with the living standard of that time.  But now after more than twenty years of economic development, the living standard of the Chinese has greatly improved. So it is out of date to continue the previous collecting point of 800 yuan.
Secondly, A higher tax threshold means the Chinese residents can have more money in their pockets. This is beneficial for China's consumption demand, on which the government pins high hopes to drive future economic growth.
Thirdly, nowadays the gap between the rich and the poor is widening. In order to narrow the gap, the cut-off point for income tax should be raised and levy more on those rich. Only in this way the balance can be kept for social stability.

I also agree with the piont that It should be increased.20 years ago ,it is true that We could use 10yuan a month to  have good life.But now Even if it is 1000yuan,it also can't afford our consumption demand.And if the govenment collect tax from the money ,undoubtedly it must increase the burden of the residents.
   And it is one of our govenmen's adjustive measures.By it as well as other measures we can get a better result. We know that the gap of poor and rich is gradually enlarged.I think the govenment should increase the  proportion of their personal income tax to balance the gap.Of course it is difficult to do that ,but it is only collect back the money of our country.She has the right to let her childlren not to own too much money.
   So ,the measure is to let the poor people to have a better life.Why not support that.But I think the best way is to do something for increaseing our earnings.

I support the policy of raising the minimum standard to collect personal income tax .
First,basic principles must be abided on the process of reform of  personal income tax. That is :Tax system reform should be favorable to mobilizing the enthusiasm of both the rich and the poor;Tax system reform should facilitate the realization of fair tax burden and promotion of equal competition;Tax system reform should be conducive to promote coordinated socioeconomic development and realize economic prosperity.
Second,the reality of the China is that our country is still very poor,particular in the west,and the gap between the rich and the poor is becoming wider and wider. and it is always dangerous for a soceity.Reducing the gap between rich and poor is one of the main challenges facing the government.
So the government must take measures to reducing the gap between rich and poor.One of the best way is to raising the minimum standard to collect personal income tax.

Befor the reformation ,  the Individual Income Tax Law of the People's Republic of China implete that the threshold at which people must start paying tax is 800 yuan a month. With the developement of our society,this low starting point of collection is not suitale any longer. So we must reform and perfect our tax systems , set up new criteria of tax collecting and new structure of tax rates. Raising the number of threshold is one of the important measures. The reformation will bring us many benifit.
After the reformation , Rich people must pay more taxes and poor people pay less or not. Therefore, it  will close the widening gap between rich and poor to some extend. All of us knows that the gap could spark social unrest, so the formation can contribute to the Construction of Socialism Harmonious Society nowadays.
  All in all, The advantages of the reform is threshover the disadvantages, so as far as I am concerned, I agree with the the tax reform.

As far as I’m concerned, I will appreciate if the minimum level of personal income tax is increased. There are several reasons to support my view.

The law of personal income tax in force says: the level of free of extra charge is 800 RMB, which means one whose month-salary is not more than 800RMB needn’t be collected personal income tax; inversely, one is expected to pay some money for the part of income, those over 800RMB, if his month-salary is above 800RMB.

Under the present tax system, one who has multi-resource income is enjoying multi-resource deduction privilege, while the worker is suffering from high tax due to the single resource of income, leading to polarization.

In addition, because of disproportion of income growth, some high-income areas, such as Peking, Shanghai, Guangdong, have already raised the level over 800, 1200 in Peking, even 1600 in some areas in Guangdong.

In a word, it’s imperative to increase the minimum level of personal income tax, which is up to the development of our country.
The reform of personal income tax aims to reduce the burden of workers, stimulate consumption, and ensure the growth of economy.
